- 800Meur funding,
- public-private partnerships with project financing,
- ease of concessions for digging,
- ducts sharing,
- 30 days for permits of civil works,
- "public utility, non delayable and urgent" state of civil works,
- in-building provision of colocation of devices,
- incentives for grass-root developments for FTTH,
- spectrum harmonization with release of unused spectrum,
- free utilization of public ducts,
- obligation to allow passing fibre on public and private areas
This addresses one of the two faces of the problem, i.e. infrastructure investment.
And it's a good step in the right direction
Yet the second problem is how to implement all this without distorting the market and ensuring competition at retail level. This still needs to be addressed and it's likely to be the most difficult part..
